É possível ter duas conta de adsense no mesmo site?

Ou seja no topo tenho adsense da conta 1 e no footer da conta 2?

Na ultima experiencia que ive com isso obtive ctr baixissimos, não sei se estáva directamente relacionado mas foi o que aconteceu.

Sim é possível. Tanto é possível que existem sites com múltiplos editores, e que geram impressões Adsense de várias contas diferentes.
O mesmo se passa com serviços que repartem impressões Adsense, como a Hubpages e a Squidoo.
