Ok já encontrei onde se mete isso:

1. On the toolbar just above the edit window, click on the Layer button (just to the right of the font selection dropdown).
2. You get a little cross symbol, with a connected stack of three little boxes.
3. Click and drag on the cross symbol to move the new layer out onto the page.
4. Click on the middle box in the stack, and drag to the left to open the layer up.
5. Click on any corner or side box to reshape the layer.
6. Click and drag on the cross symbol to move the layer.
7. Click inside the opened layer (cursor will look like it's just outside to the left of the layer frame).
8. Menu: Insert > Image....
9. Reshape, and move, the layer as you wish.

Realmente o Dreamweaver é muito mais simples de utilizar não é à toa que é 400$ mais caro que o NVU lol
